Since you had your hair colored numerous times, when you had the highlights put in, I am sure bleach was used. It is so hard on the hair to try to bleach out previously colored hair.
Bleach is not designed to remove artificial color, just natural pigment.
Hence, it was probably left on too long, was too strong, and blew up your hair leaving nothing inside the hair shaft. When there is nothing to hold onto, no other coloring will stay. That is why your highlights, that were colored over, are now showing again.
Now, what should you do?? The more you blow dry and flat iron your hair, the more mechanical damage you are causing to your hair. That just compounds the problem.
The least damaging option is to use a demi color. Make sure to find a colorist. Someone who will take the time to work with the various levels of porosity in your hair, to create a healthy, even color.
Obviously, not everyone knows how to do color, and doing it yourself at home, will not end up better.
With all of these issues going on, I hope you are using the proper products on your hair, including heat protectors.
