Yes, you could pull it off, if the color in the picture is accurate.
I would suggest doing highlights because they are much easier to maintain and are more natural looking. An all over color will look less natural and you will have to deal with "roots".
You should start with multi-color highlights, dark blonde and lighter blonde, and get a feel for it.
It is also fun to go to the wig shop and try on a few blonde ones, and see how you feel.
If you want a dramatic change, then all blonde is the answer, but, remember, there is a lot of upkeep.
Make sure you do any of this with a professional who specializes in color. There is nothing worse looking than a cheap gold "kitchen" blonde. Except one with a kitchen perm too.
You do not look like that type anyway. You look like someone who cares about how they look, and your over all appearance. As long as you don't have to worry about any other chemical services, have fun. Color IS a lot of fun, and an easy way to express yourself.
I look at hair as temporary art. Just as it is fun to redocorate your home, and change paint colors on your walls, it is fun to change how you "decorate" yourself.
