To Get Rid of Folliculitis, You Have to Kill the Cause: Bacteria or Fungus at the root of the inflammation. Staph bacteria or a fungus are the most common cause of folliculitis infection as well as:
topical steroid treatment, diabetes, dermatitis, obesity, impaired immune systems (leukemia, AIDS),infants with tight clothes, athletes, Hot humid climates, hot tubs or spas. People who take antibiotics ex. (acne treatment with tetracycline) for a long time are also more susceptible to folliculitis caused by the bacteria.
Some types of folliculitis are very contagious. It spreads by direct skin to skin contact, or by sharing combs, brushes, razors, towels, clothes, or sport equipment, mostly in athletes
I recommend you get a second opinion. I would get a complete check up and find out exactly why I'm having this persistant problem & have a good plan of attack. The steroid lotion sounds like exactly the wrong thing to use and the Tea tree is temporary relief.
