Yes, a perm would leave the previously relaxed hair looking dry and damaged. Digital perms are very expensive and the result doesn't last on previously straightened hair. You can ask a stylist to do a strand test so that you see how it behaves on your hair.
One option is to blow dry the new growth as straight as possible then straighten with a flat iron to match the straightened hair. Be careful not to damage the hair by over blowing or using the flat iron too much.
Second option just cut it short now.
third option would be to have a BKT done so that the new growth is temporarily straighter and easier to style and by the time it wears off in 3 to 4 months you might dare to cut the previously relaxed hair.
