Subject: peroxide level in hair color -- for experts

A few weeks ago, I had my hair colored at a different salon than the one I usually go to as my stylist was booked.
I had recently had my hair TR'd and it had faded my color. I wanted to color the roots w/ 20 vol. and the rest of my hair with 5 vol. peroxide. I had been advised to use a very low level of peroxide as my hair was porous from the TR. The stylist said she did not have any 5 vol. but she said that by adding water to 10 vol., this would cut it down to 5 vol.
When I spoke to my regular stylist, she said that actually water does little, if anything to cut down the peroxide level.
I'm wondering who is right?
