I am very sad to say that you are right. When we get our license we are taught the basics of color. Some stylists never get any better, yet they go to work in different salons of all levels and prices and turn out mediocre work day after day. Those results are really no better than what some people can do themselves at home.
There are many stylists who get extensive advanced color training. Coloring is about so many things in addition to what is in style. It is about chemistry and how the chemicals will react with the different porosity of the hair.
Did your sister get a recommendation for a stylist? I would go to the mall or any store etc and check out peoples color. If you see something different, ask the person to recommend their stylist. Cold calling a salon for any service is not good. People have a consultation with stylists before doing a TR. They should consider checking out a few stylists before booking a color appointment.
You make a ver good point. If a stylist does not take additional training, they will never get better than beauty school level. Unless, of course, they are a natural, which is rare.
