I guess it's just the only thing they have found yet to adequately preserve the keratin/straightening in your hair.
With TR, they actually break the bonds and then neutralize to hold the style in place but since BKT doesn't break the bonds in your hair, they need SOMETHING to hold the style/keratin/chemicals in there and I guess a small dose of formaldehyde is the best they've found so far.
Now numerous people have said it is in everyday household chemicals including toothpaste but I wonder if it has a different name when listed as an ingredient in our household items since I've never seen it specifically listed.
I agree I hope they find something that is as effective but less toxic.
