Since we don't have a time machine, we have to look at your options. Doing a bio ionic TR then "running" a Optismooth over it, is not a good idea. Was the Optismooth done with the TR procedure, with ironing, or cold. If it was cold, all it probably did was to open the cuticle in spots, and break some bonds. It most likely corrupted the cuticle layer of the hair. So if done cold, it would make the results of the TR worse.
You don't say how much time passed between treatments.

I don't think patience is the answer, I think you need to search for a new hair straightening expert. Someone who does this all the time and has knowledge of the chemicals and how the structure of the hair reacts to those chemicals. Also someone who really knows which products will actually help your hair, and which products will do nothing except lighten your wallet.

I would suggest setting up a few consultations and get opinions on how each person would go about "fixing" the mess.
