I don't know if I have ALL of the answers, but, I believe that with the recent popularity of this product/system, the company wants to be as professional as they can. They do not want inexperienced, careless people doing this treatment. I am not implying that the stylist you know would be that. I am saying that they want it to be the top tier of what will eventually be a number of companies that provide this type of product.
We all know that people have a hard time looking at the actual cause of problems. We read things like... "don't use liscio, my hair is ruined". "My stylist used Yuko and my hair is fried". We see them posted on boards everywhere. They decided to slow down and make sure that the product is being used properly and that everyone is properly trained. They are a professional company and want to stay that way. They want to focus on the Licensed professional.
Eventually someone will copy this and make an at home version, like perms and thermals and coloring etc. However, Marcia Teixeira is chosing to stay professional.
The difference between the people who are truly specialized in any field, is that they spend the money and time learning and training.
I know that this is a disappointment to some, but it is a wise decision on behalf of Marcia Teireira to go in this direction.
Perhaps the stylist you know would take a trip to Miami. It is a beautiful city. They could get training there and not have to wait for an educator to go to IL. Then they would be one of the first stylist to provide an exclusive treatment and their trip to Miami would be a tax write off!!
