If this was a "regular" perm there could be several reasons.
1. They did not properly time the chemical portion
2. improper wrapping technique, too much or not enough tension
3. poor rinsing
4. poor rod size selection
5. poor blotting after rinsing in between chemicals
6. poor saturation of one or both chemicals

There are a variety of things that can go wrong.

I would venture a guess that your hair is one length as well.

The strong smell is a clue that the solution was not properly rinsed from the hair. If the smell is really strong, it will stay with you every time your hair gets wet. If cystemine hydrochloride was the active ingredient in the perm, the smell could stay for a long time, even if it is rinsed properly.

Let me know what they say. I would also guess that the stylist was not very experienced in perming.
