Permanent color covers gray the best. The Shades EQ will stain the gray. I actually like to use the Shades on hair with a few grays because it looks like a highlight.
But, if you want complete coverage, go for permanent color. Make sure that the color does not overlap the previously colored hair. And, never pull permanent color through the ends of the hair.
After the roots/outgrowth has been colored and washed out, the Shades EQ can be applied all over to add a nice tone and shine to the hair. I would mix the colors you are using with clear, to prevent it from getting too dark.
It would be a good idea to have the permanent color done by a professional since the process should be done with care to prevent any overlapping.
