Subject: (Partially) Hydrogenated Oils

I hope it is ok to post this question on this list. I usually frequent the McDougall list, but thought this list might be more appropriate. :-)
I have been noticing lately that many products, such as face cleansers and lip balm, contain hydrogenated or partially hydrogenated oils.
My question, is: Are these oils safe to put on our skin, if they are not safe to consume?
I am not scientific-minded, and I do hope my question doesn't expose my ignorance too much! ;-)
