You can color the roots (out growth) with the color. It would probably be a good idea if you skip the highlight part like you said.
At a glance, you may think your $20 is as good as a $200 color, but I assure you, the coverage will be spotty and you will either miss hair, or overlap color.
That will effect the results of any future TR.
An outgrowth that large should be done in 2 steps anyway. The hair closer to the scalp, about 1/2 inch, will process differently than the rest of the hair. That is the heat zone.
