You say a variety of shampoos, which ones.
Sometimes people can have an adverse reaction to cleansers/surfectants, which will create excess oils.
It probably is genetic, but there is an answer, we just need more info.
Maybe she doesn't really shampoo properly, you would be surprised how many adults just move the hair around on top. and never get to the scalp. This could be why it is better after the professionals do it.
I would suggest NIOXIN shampoo and scalp therapy.
