Let me first apologize for such a late reply. I appreciate you writing to me and hope I can still be of help. I do not suggest using and eye liner when dealing with a defined droopy eye lid because it tends to make the eyes look heavier and tired. It may also cause you to look a little bit older as well. I would suggest using just mascara and avoid lining the eyes. I am not certain how you feel about surgery but this may be something to look into if you have become uncomfortable with this issue; this is not as much about plastic surgery as it is being comfortable with ones self.
In answer to foundations for dry skin; my first suggestion would be to use a good moisturizer to help combat the dryness and I would highly suggest the Soy Moisturizer. If this is an option that helps relieve the dryness I then suggest the mineral foundations that are on the market today because they donít clog the pores like the more traditional liquid foundations do and are simply much healthier for the skin. Bare Minerals, Jane Iredale are two brand names and one I like the best is called Slarenim (minerals spelled backwards).
