Some people's brows never grow completely back if they pluck on the browbone. My friend is a hairdresser and that happened to her!

As an adult I've overplucked and they ALWAYS grew back..way too fast!

My suggestion at this point is to take her to the clinique counter or any mall cosmetic counter and have them look at her and suggest the best way to cover them until they grow back.
