New Babs steps to fashion fore

It's official: Young Babs has surpassed Old Babs as fashion leader of the Bush administration.

Yesterday's inaugural events were downright delightful as Barbara, her twin sister, Jenna, and first lady Laura stepped out in style.

Barbara's swearing-in attire - a pale blue double-breasted Derek Lam trench, tied with a wide black leather belt, and knee-high stiletto boots - was killer. Jenna, who doesn't share her sister's perfect size-6 shape, looked lovely in a knit pantsuit and embroidered coat.

Apparently, however, you can't teach the Old Babs new tricks. The former first lady showed up for the day's events in a powder-blue ensemble that might have made more sense if the swearing-in was held in Boca Raton. Can you say Early Bird Special?

You can conquer 'hat hair'

Three insider antidotes that absolutely work

I confess, as a former New York City magazine editor, I'm not as well-versed in hats as you might think.

Probably because they've been on a style hiatus for the majority of my career.

"Hat hair," however, is a subject in which I swear I've earned an honorary Ph.D. Here's why: Every magazine I've ever worked for gets bombarded with questions about hat hair every single winter.

And every winter fashion shoot or runway show involving hats inevitably brings out every behind-the-scenes trick known to anyone present.

Now I can share with you what will definitely stop this seasonal affliction:

For Texans, Black Tie and Boots Ball is all about the boots

WASHINGTON - First lady Laura Bush chose high fashion for the Black Tie and Boots Ball, sporting a raspberry silk taffeta Carolina Herrera ensemble with a Western touch - a full skirt and fitted bodice resembling a button-down shirt.

But for many of President Bush's Texas supporters, the ball was more about the boots - and less about the couture.

A Few Style Leaps Worthy of Nureyev

t began with scarves, as Colum McCann wrote in "Dancer," the haunted 2003 novel that used the life of Rudolf Nureyev as its armature. He wore "dark ones bought in the Missoni store on Rue du Bac, gradually over the years getting to know the owners so well that they open for him alone on a Sunday morning." The scarves were followed by Savile Row suits and bespoke boots from high-end Italian cobblers. With the suits, scarves and boots began Nureyev's lifelong obsession with material culture, a compulsion refined as his wealth and fame grew and along with them a discerning taste for luxurious stuff barely dreamed of during an impoverished boyhood in the frozen outlands of the Soviet Union.

Sexy, Sophisticated and Over 40

Winning for best television comedy series was not the only mark of breakthrough success for ABC's "Desperate Housewives" in evidence at the Golden Globes on Sunday night. Perhaps more telling of the show's ability to reach its target audience was the caliber of dresses worn by its five leading cast members, all but one of whom has recently passed the age of 40, once a red-carpet benchmark where actresses gave up plunging necklines in favor of less revealing fare

Ladies, starve for attention no more. This year, a whole new kind of man is in. He’s smart. He’s savvy. He’s independent and inventive.

What's to Discuss if We Can't Talk About Dresses?

The red carpet at the Golden Globe Awards is not a vertical length of fabric ceremoniously unfurled or even staple-gunned into place by production assistants. Instead, it's a wide-ranging groundcover like pachysandra that roves up stairs and onto gazebolike contraptions. This creates plenty of cul-de-sacs on which celebrities can be trapped by the latest professional schmoozers: Nancy O'Dell, Lisa Ling, Kathy Griffin and Star Jones Reynolds (she got married)

Get cracking on dry-skin care

Taking supplements and drinking extra water don't work -- only moisturizers can do the job

Is the onslaught of winter weather getting under your skin?

For people with dry skin or eczema, an inflammatory skin ailment affecting about 10 percent of the population, it literally might be: Our outer covering (the stratum corneum, if you were curious) can crack and get infected more easily as the barometer drops.

"In this kind of weather, the water can't stay in because it's evaporating as fast as we can get it wet," says Dr. Jon Hanifin, professor of dermatology at Oregon Health & Science University. "The key to it is, if we take a shower or bath, we need to put moisturizer on immediately."

Taboo against long hair on midlife women doesn't cut it

Decades ago, when beauty experts believed teasing your hair and sculpting it high as a smokestack was the epitome of chic, somebody somewhere decreed that women over 40 should not have long hair.

Of course, that was before Botox and step aerobics and antioxidant face creams. It was before hair weaves and hair extensions and extra-hold mousse.

And it was definitely before country-music queen Loretta Lynn sailed into her 70s with black hair falling decidedly below her strong shoulders, and author Toni Morrison accepted the 1993 Nobel Prize for literature (at age 62) with a wreath of silver dreadlocks gently gathered at the nape of her neck.

In other words, sometime between then and now, the long-hair rule was conclusively broken, and today women are boldly allowing their midlife manes to grow with the flow.

Of course you are! Who can resist? But if you want to burst into Spring looking fresh and fabulous, this is no time to let down your guard on winter hair care.

Each season poses its own set of problems for our hair, and winter can be the harshest. With temperatures dropping outside and hot air blowing indoors, the effects can leave locks as dry and brittle as a Christmas tree in January.

Plus, all that extra styling we do to look great for holiday party hopping leaves less than dazzling effects in the season's aftermath.

Take this tress test: Is your hair frizzier than usual? Is your brush full of hair from breakage? Do your locks look dull from the residue of using more styling products than usual?

If you answered "yes" to any of these questions, it's time to resolve to do right by your hair...

Even the word grandmother conjures a much different image than it used to with celebrities such as Joan Collins, Priscilla Presley, Ursula Andress and Raquel Welch all claiming the title. The most "well-preserved" soccer mom, career woman, or celebrity won't truly fool the world (or her plastic surgeon) if aged hands give away her age. Even a world famous beauty such as Farrah Fawcett, long known for her fabulous figure, teeth and hair, has complained in the media about her bony, sun damaged hands. What's a woman to do? Put excess body fat to good use and "fill'er" up!
